Check the number of inoc.boxes against the mail.boxes (that is, for every inoc1.box there should be a corresponding mail1.box) if one is missing or corrupt on either side, then YAHOO!! Domino starts rejecting or stops sending mail and returns these errors as if you have your configuration set up wrong.
To test.. turn off all inoc/etrust services, stop inrouter and disable real-time monitoring. Then send your mail.
One of our inoc boxes went corrupt today and when we rebooted the server, Domino didn't rebuild it. Then we started getting Non-Delivery reports because "Your configuration doesn't allow you to send mail to this domain".. When we shut it all down and rebooted a second time, the missing inoc box was created and mail was delivered to previously denied domains.
